The Lisbon Treaty forms the constitutional basis of the EU and went into effect on 1 December 2009.
Later in the day, Queen Beatrix attended the official opening of the new Dutch embassy in Brussels. Permanent staff representing the Netherlands in the European Parliament will also be stationed in the new building, which is close to the Commission's headquarters.
